There have been many cases where independent insurance agencies, those operating under a “free management” model, have been wrongly classified by local INPS offices as “insurance companies” (that is treated like large insurance corporations), despite the official guidelines from INPS itself (INPS Circular No. 1/1980). As a result of this misclassification, these agencies have lost access to INPS-covered sick leave reimbursements and have been subject to FIS/CIG contribution obligations.

Since 1980, INPS has clearly stated that insurance agents working under the free management model form a separate category from traditional insurance companies.
